The world is now undergoing a fourth industrial revolution, driven by digitalization and intelligent technologies. As a vital bridge between the physical and digital worlds, simulation technology has become a key engine for scientific innovation and industrial upgrading. It spans numerous sectors including automotive and transportation, equipment manufacturing, aerospace, national defense, information and communications, energy and chemicals, as well as education, culture, and healthcare. Over the past half-century, it has developed into a complete professional system that has brought about many revolutionary transformations in engineering and technology.
To promote international science and technology organizations’ participation in global S&T governance, foster cross-cultural innovation and cooperation, and enhance the global influence of China’s simulation technologies, the “International Collaborative Innovation Action on Data-Intelligence Simulation (2025–2027)” is officially launched in 2025. This initiative is jointly organized by the Asia Simulation Federation (ASIASIM) and the China Association for Industrial Cooperation (CAIC), with organizing institutions Simulation Technology Committee of China Industrial Cooperation Association (STC) and Beijing Huaiqi Engineering Technology Research Institute.
The initiative seeks to facilitate cross-cultural, cross-regional, cross-sector, and cross-disciplinary collaboration through technical discussions, case sharing, resource docking, and global cooperation. Based on the status quo of manufacturing in China, it also aims to explore the domestic challenges in digital transformation, draw from international best practices, address technological strangleholds, and promote exemplary cases to advance the development of Chinese manufacturing.

II. Overall Objectives
With the concept of “Simulation + Digital Twin (AI, Metaverse, Industrial Internet),” the initiative aims to accelerate the organic integration of innovative applications like AI and digital twin with entrepreneurial digital transformation, domestic industrial software development, tech upgrades, and cloud-based solutions.
1. Solving the Digital Transformation Challenge:
The “Simulation+” model will boost the intelligent manufacturing capabilities of 50-100 Chinese enterprises in phases. Tailored simulation-based solutions as well as the global system of best practices will help enterprises to foster digital transformation of innovation and design, improve their innovation capabilities, production efficiency, and market competence.
2. International Standards and Industry Reports:
Expert teams, along with leading enterprises, universities, and research institutes engaged in the initiative, will work together to develop international standards and compile authoritative industry reports, elevating the global standing of China's simulation technology.
3. Case Study Sharing:
By conducting surveys and mutual visits, the initiative will identify and publicize outstanding case studies in enterprise digital transformation, providing references across industry chains.
4. International Collaboration and Mutual Learning:
Through technical lectures, exchanges, and site visits in Asia, Europe, and beyond, the initiative will promote global technological cooperation and industrial integration. It will also support Chinese companies in expanding internationally and strengthening their global presence.
5. Driving Regional Scientific and Economic Development:
The initiative will facilitate face-to-face interactions and exchanges between local governments, companies, universities, research institutes, and international experts by building platforms for cooperation and connection. It will support regional digital twin ecosystem (AI, Metaverse, Industrial Internet), industrial clustering, investment, and talent attraction by integrating regional resources and applications.
6. Talent Development:
Through international exchanges, the program will establish collaborative training plans with top-tier enterprises, universities, and research institutions. It aims to offer at least 10 simulation training sessions (online/offline), nurturing interdisciplinary and high-level talent, while also refining training and certification systems.
7. Establishment of International Joint Laboratories:
Via mutual visits and cooperation agreements, the initiative will support the development of joint international labs and testing platforms to empower industrial innovation and application of simulation technologies.
8. Simulation Software Certification and Popularization of Simulation Science:
By working with multiple stakeholders, the initiative will push forward the establishment of a national reliability certification platform for industrial simulation software which will empower the application and promotion of independently developed domestic industrial simulation software. Meanwhile, it will support the popularization of simulation science to fulfill the social responsibility of an international scientific organization.
III. Timetable
(A) Domestic Program
Duration: June 2025 – December 2027
Planned Visits: 50 cities in China
Targets: Manufacturing enterprises and key universities with strong digital transformation demand and potential, especially in sectors such as equipment manufacturing, automotive, aerospace, energy, electronics, appliances, and chemicals.
(B) International Program
Duration: June 2025 – December 2027
Planned Visits: Over 15 cities
Targets: Renowned international universities and enterprises in industrial manufacturing, digital software, IT, and intelligent manufacturing, especially global leaders and unicorns in intelligent manufacturing, AI, IoT, and robotics.
IV. Related Activities
Including but not limited to popularization and promotion for technologies, talent training and brain gain, compilation of typical cases, industry guidance, standards co-development and reliability evaluations
