Participants from around the world, including government representatives, international organizations, scientists, industry leaders, and representatives from academic and research communities gathered in Hangzhou on 19 September 2025 to hold the World Simulation Conference. Modeling and simulation technology, serving as a critical bridge connecting the physical and digital worlds, is reshaping both humanity cognition and the ways of transforming the world.
This conference has highlighted the pivotal role of modeling and simulation in driving digital transformation. It established an open, collaborative, cross-disciplinary, and inclusive development framework, while stressing the need and urgency to deeply integrate modeling and simulation with artificial intelligence, construct comprehensive data governance systems, accelerate progress towards global digitalization, and narrow digital divides. All parties in attendance reached the following important consensus:
1. Promoting global collaborative development of modeling and simulation technology, advancing knowledge sharing, building an inclusive international research ecosystem, and achieving mutual benefit and win-win outcomes.

Integrating ethical considerations throughout the entire process of modeling and simulation technology development, adhering to human-centric, safeguarding human dignity and social justice, and ensuring that technological development of modeling and simulation is in line with fundamental interests of humanity.
3. Balancing technological innovation with risk management and establishing comprehensive governance framework to ensure that technological development is sustainable, controllable, predictable, and benefits all humanity.
4. Establishing transparent, secure, and trustworthy data governance systems, to protect privacy rights and data sovereignty, promote reasonable data flow, prevent algorithmic bias, and maintain technological fairness.
1. With the continuous expansion of the connotation and extension of modeling and simulation concepts, “simulation for everything” is becoming an important vision for the international academic and industrial communities.
2. Modeling and simulation technology occupies a strategic position, and its deep integration with artificial intelligence represents a major trend in technological development. A comprehensive data governance scheme is the fundamental guarantee for the healthy development of modeling and simulation technology, and international cooperation is an important pathway for addressing global challenges.
3. Establishing governance mechanisms with multi-stakeholder participation, comprehensive risk assessment and early warning systems, and developing unified, international guidelines, frameworks, technical standards and ethical norms to ensure human ultimate control over critical decision-making.
4. Building an open, multi-participatory, and inclusive modeling and simulation ecosystem to ensure that modeling and simulation technology truly achieves human-centric, ethical, secure and trustworthy development goals, eliminate digital inequality, and support developing countries in enhancing their modeling and simulation technology capabilities.
5. Clearly opposing the use of modeling and simulation technology for purposes including: violating fundamental human rights or conducting illegal surveillance, spreading false information or manipulating public opinion, academic fraud or data falsification, and threatening international peace and security, in accordance with the peaceful mission and collaborative spirit upheld by international organizations: ASIASIM, EuroSim, and SCS.
1. Establishing international platforms for modeling and simulation technology governance, formulating common guidelines, frameworks, standards, and coordinating policy actions.
2. Building international talent development systems, promoting technology for the benefit of all, eliminating the digital divide, and advancing global capacity building.
3. Constructing cross-regional cooperation mechanisms and advancing deep integration of fundamental research with practical applications to facilitate academia-industry-research-application integration.
4. Establishing forward-looking technology assessment mechanisms to foster synergistic development with emerging fields such as artificial intelligence, quantum computing, and exploring new opportunities for technological breakthroughs.
5. Fully leveraging the important role of modeling and simulation technology in addressing global challenges including climate change, public health, education and sustainable development to contribute to building a community with a shared future for humankind.
6. Establishing cross-sessions in modeling and simulation conferences worldwide, such as featuring topics about other organizations at one organization’s events and vice versa, to foster stronger professional links, enhance cross-cultural understanding, promote peaceful, human-centered applications of modeling and simulation technology, promote joint projects and publications, and increase the global visibility and relevance of regional modeling and simulation organizations.
