Federation Updates

On July 5, 2026, the conference themed “Digital Intelligence Coexistence · Shaping the Future Together — International Science and Technology Cooperation and City Dialogue in the Era of Digital Economy” was held in Beijing. Xiaohui Yang, Vice Secretary-General of the Asian Simulation Federation, was invited to attend the event.

Meeting Highlights

Representatives forum from Russia included officials from the Foreign Investment Agency (the “Moscow International Cooperation Center,” an autonomous non-profit organization under the Moscow Department of External Economic and International Relations), the Moscow Department of External Economic and International Relations, the Moscow Department of Information Technology, and the Moscow International Cooperation Center. Chinese representatives included officials from the Beijing Chaoyang District Association for Science and Technology, the Administrative Committee of Zhongguancun Science Park Chaoyang Park (District Science and Technology Innovation Bureau), the Beijing Science and Technology International Exchange Center, Beijing Chaoyang International Science and Technology Innovation Service Co., Ltd., as well as representatives from several international science and technology organizations headquartered in Beijing.

Alexey Naumov, Head of the Russian Foreign Investment Agency (the “Moscow International Cooperation Center,” an autonomous non-profit organization under the Moscow Department of External Economic and International Relations), Tatiana Naumova, Deputy Head of the Moscow Department of External Economic and International Relations, and Anastasia Polovko, Head of the Office for Digital Economy Project Development and International Event Analysis Support, delivered presentations and shared insights on topics including Moscow’s city profile and investment environment, urban governance and sustainable development, the International Municipal Forum, and the digital ecosystem for smart cities.

Zaixing Song, Vice Director of the Administrative Committee of Zhongguancun Science Park Chaoyang Park (Chaoyang District Science and Technology Innovation Bureau), introduced the development of Beijing’s Chaoyang District and the International Science and Technology Organization Headquarters Cluster.

Representatives from the International Alliance of Intelligent Manufacturing, the World Young Scientists Organization, and the WGDO Beijing Guanghua Design Development Foundation delivered speeches and participated in discussions. The meeting was chaired by Wei Liu, Secretary of the Party Leadership Group of the Beijing Chaoyang District Association for Science and Technology.

Xiaohui Yang, representing the Asian Simulation Federation, delivered a presentation highlighting four key areas for deepening practical cooperation with Moscow:

First, jointly developing a digital twin simulation system for smart cities. By focusing on urban scenarios such as transportation, energy networks, building structures, and emergency operations and maintenance, the initiative aims to support the development of Moscow’s smart city system with greater precision, intelligence, and visualization.

Second, promoting the industrial application of digitalization and simulation technologies. The alliance hopes to facilitate technology exchange, case sharing, and joint solution development between China and Russia in the field of industrial simulation.

Third, establishing a China–Russia joint training system for international simulation talent development. The alliance hopes to collaborate with universities, research institutions, and industry organizations in Moscow to conduct joint talent training programs, academic exchanges, and collaborative research projects.

Fourth, strengthening collaboration on international forums. The alliance sincerely invited Russian research institutions and technology companies to participate in the 2026 World Simulation Conference. It also expressed the hope of organizing delegations to participate in major Russian international platforms, such as the International Municipal Forum, and jointly establishing thematic forums on China–Russia digital economy, intelligent simulation, and urban governance to promote two-way exchanges of economic, trade, scientific, and technological resources between the two sides.
