On July 23, 2026, during the Major Heat (Dashu) period, Dr. Weixi Gong, Chief Strategist of the Asian Simulation Federation (ASIASIM), former Director of the United Nations Industrial Development Organization (UNIDO), Senior Advisor for Professional Competency Development at UNIDO, and Adjunct Distinguished Professor at the Koguan Law School of Shanghai Jiao Tong University, paid a special visit to Shanghai Jiao Tong University. He met with Zhenbin Yang, Secretary of the Party Committee of Shanghai Jiao Tong University, accompanied by Professor Zhitao Xie, Secretary of the Party Committee of Koguan Law School. Dr. Gong also held discussions with Professor Chengxin , Dean of Koguan Law School, and Professor Xie Zhitao. ASIASIM and Shanghai Jiao Tong University reached positive consensus on several key areas, including the development of international science and technology organizations, simulation technology innovation, international cooperation among universities, young talent cultivation, and the development of global competencies.

Building a Global Platform for International Collaboration

Both sides agreed that simulation technology is becoming a key technological framework supporting the development of artificial intelligence, digital twins, intelligent manufacturing, and future industries. In the future, the two parties will jointly focus on major national strategic needs, strengthen independent technological innovation and talent cultivation, and explore new pathways for collaborative innovation between international science and technology organizations and universities, as well as deeper integration of industry, academia, and research. Through these efforts, they aim to promote the transformation and practical application of innovative achievements in simulation technology. The two sides will further enhance exchanges and interactions among experts and scholars, and support Shanghai Jiao Tong University’s simulation-related disciplines in participating in international exchange platforms organized by ASIASIM, including the Global Simulation Conference (GloSim) and the Asia Simulation Conference (AsiaSim). They will also encourage academic exchange through publications in journals such as the International Journal of Modeling, Simulation, and Scientific Computing (IJMSSC), jointly advancing the dissemination and collaborative application of innovative simulation achievements.
Meanwhile, both parties conducted in-depth discussions on international organization practice and young talent development, actively exploring a long-term collaborative education mechanism between world-class universities and international science and technology organizations. Leveraging ASIASIM’s international platform and practical experience, the two sides plan to establish the ASIASIM International Organization Internship Talent Base at Shanghai Jiao Tong University, enhancing young talents’ capacity to participate in global scientific cooperation and contribute to international innovation development. This collaboration will further expand new opportunities for the integration of simulation technology and international science and technology governance, while exploring the development of emerging interdisciplinary fields such as “Simulation Law”. With its strong foundation in international law, international organization law, and interdisciplinary research on science and technology, Koguan Law School of Shanghai Jiao Tong University is expected to contribute significantly to ASIASIM’s organizational governance, research on regulatory frameworks for emerging simulation technologies, and the development of the simulation industry ecosystem, promoting deeper integration between technological innovation and governance concepts.
Focusing on the global trend of cultivating global competence, and drawing upon Professor Gong Weixi’s extensive experience as an important practitioner of the global competence concept, a participant in competency model development, and currently a Senior Advisor for Professional Competency Development at the United Nations Industrial Development Organization (UNIDO), Shanghai Jiao Tong University plans to invite Professor Gong to offer elective and specialized courses on global competence. The initiative aims to promote the broader implementation of such courses nationwide and provide young students with the capabilities needed to participate in international organizations and global scientific and technological cooperation.

The delegation from Koguan Law School of Shanghai Jiao Tong University will visit ASIASIM at an appropriate time to further deepen and refine cooperation between the two sides. This exchange marks a positive step forward in the collaboration between ASIASIM and a world-class university, providing new practical exploration for collaborative innovation between international science and technology organizations and higher education institutions. Both parties will continue to promote deeper integration of industry, academia, research, and application, jointly building an open and collaborative international ecosystem for simulation innovation.
Asia Simulation Federation (ASIASIM)
The Asian Simulation Federation (ASIASIM) is an international, non-profit scientific and technological organization with independent legal entity status. It was jointly initiated by the Chinese Simulation Society, Japan Society for Simulation Technology, Korean Society for Simulation, Singapore Simulation Society, and Malaysian Simulation Society, and was officially registered with the Ministry of Civil Affairs of China in December 2024. Following its establishment, ASIASIM has become one of the world’s three major simulation science and technology organizations, alongside the Society for Modeling & Simulation International (SCS) and the European Simulation Federation (EUROSIM). It currently has more than 70 member organizations from nearly 20 countries, including China, Germany, Italy, Japan, South Korea, Singapore, Malaysia, South Africa, the United Arab Emirates, and Pakistan. The federation brings together more than 2,000 renowned experts in the field and over 10,000 domestic and international ecosystem partners. ASIASIM has developed a series of international initiatives and flagship programs, including the International Simulation Technology Innovation Center, the Digital Intelligence Simulation International Collaborative Innovation Action Plan, the Global Simulation Conference (GloSim), the Asia Simulation Conference (AsiaSim), the International Journal of Modeling, Simulation, and Scientific Computing (IJMSSC), the International Summer School, and the International Simulation Innovation Competition. It also possesses a number of original simulation core technologies with independent intellectual property rights.
Rooted in Asia and connected with the world, ASIASIM is committed to building a global simulation technology community. The federation aims to promote global innovation in simulation science and technology, facilitate international exchange and cross-border collaboration, advance integration among industry, academia, research, and application, establish international standards and certification services for simulation technologies, strengthen influence in leading international simulation publications, cultivate simulation talent through systematic education and science communication, and address fundamental challenges in industrial simulation science.

Shanghai Jiao Tong University (SJTU)
Shanghai Jiao Tong University (SJTU), commonly known as “Shanghai Jiao Tong University” or “SJTU”, is a national key university directly under the Ministry of Education of the People’s Republic of China, jointly supported by Shanghai Municipality, and under the direct administration of the central government.
